How does PayPal work if I will only be withdrawing money and receiving payments?

I don’t plan on buying using the account, and I don’t havea credit card. If I make an account, will PayPal only charge me 2.9% and $0.30 when I receive money, or will it withdraw that from my bank account even if I do not receive anything into the account?
Also, once I get money into it, how do I transfer PayPal money into my bank account?

when you join paypal, you have to hav a bank account and a backup creditcard. when buy something with paypal they will deduct it from your
bank account,if not enough money in your bank
account they take from your creditcard. paypal is
great.
Only when you receive money will it be taken out of your account/checking account. Nothing will be taken out, if you haven’t received anything. Calling Paypal or using the Help tab, will give you the answers to these questions.
